While aging in place at home seems ideal for most seniors, living at home isn’t always the safest choice for those with disabilities such as severe vision loss and mobility issues. Those who do choose to live at home nearly always have to make costly modifications to ensure they can live there safely. Furthermore, most disabled seniors who live at home usually require a live-in or full-time caregiver, which when added to the cost of home upkeep and rent or mortgage payments, can feel financially impossible. That results in a high number of disabled seniors aged 65 and older reporting unmet health care needs, particularly for those with self-care disabilities, according to the Centers for Disease Control (CDC).

An estimated 16 million Americans reported having at least one disability in a U.S. Census report published in 2014 and while more recent data is hard to come by, a study published in the same year indicated that the number of seniors living with disabilities was expected to double in the following 20 years, suggesting even higher numbers today.

Thankfully, there are options available to help those who need access to personal care and supervision 24 hours a day. Assisted living facilities provide disabled seniors with a safer and often less expensive alternative.

In this guide, we’ve gathered information to help seniors with disabilities learn more about assisted living and how to determine if it may be the right choice.

Common Disabilities That Impact Seniors

While seniors may experience any disability, there are several that affect older adults more commonly than others. These disabilities may be categorized as intellectual, sensory, physical or mental.

Intellectual Disabilities

Intellectual disabilities affect learning, problem solving, judgment and communication. These disabilities may be classified as mild, moderate or severe, depending on the severity of the symptoms. In most cases, intellectual disabilities are present at birth, identified in childhood or later on in life and can be due to conditions such as:

  • Down syndrome
  • Autism
  • Fragile X syndrome
  • Cerebral palsy
  • Traumatic brain injury
  • Brain malformation

Intellectual disabilities can also be the result of drug or alcohol use or exposure to heavy metals such as mercury and lead.

Sensory Disabilities

Sensory disabilities include those that affect hearing, vision, taste, touch or smell. These disabilities may occur as a result of age-related dementia or macular degeneration, neuropathy, conductive or sensorineural hearing loss, autism spectrum disorders or sensory processing disorder, which results in severe sensitivities to sound, light and touch, as well as trouble with motor skills.

Physical Disabilities

Physical disabilities are typically classified as those that affect mobility. Seniors with physical disabilities may be confined to a wheelchair or walk with a cane or walker. These can occur for many reasons, including conditions such as arthritis, Parkinson’s disease or osteoporosis. They can also occur as a result of injuries, physical inactivity or age-related frailty.

Mental Disabilities

Mental health disorders are becoming more prevalent among senior citizens than ever. A study conducted in 2015 indicated that 19.1% of participating seniors aged 55 and older were living with a mental health disorder such as depression, anxiety, cognitive decline or substance use disorder.

What to Look for in Assisted Living Communities for Seniors with Disabilities

When exploring assisted living options, seniors with disabilities should take special care to ensure facilities are able to provide adequate care and accommodations. Here’s what to look for when searching for the right care option.

Assisted Living for Seniors With Intellectual Disabilities

Seniors who have intellectual disabilities often require specialized care and support. A facility that’s equipped to care for these seniors should provide:

  • Mental health supports
  • Memory/dementia support
  • Regular care plan assessments
  • Security features such as locked units, enclosed outdoor spaces and 24-hour supervision to prevent wandering
  • Support groups and social engagement opportunities

Assisted Living for Seniors With Sensory Disabilities

Seniors who live with sensory disabilities may require additional supports from their assisted living facilities. Depending on the exact disability and its severity, that might include:

  • Adjustable lighting for those with vision or sensory processing issues
  • Quiet rooms and activities
  • Caregivers who are experienced at working with vision or hearing loss
  • The option to provide their own bedding, furniture or suite decor

Assisted Living for Seniors With Physical Disabilities

Physical disabilities nearly always require facilities that have been designed to accommodate seniors who are living with them. Extra space may be required for moving throughout the facility, and additional services to accommodate their unique needs should be considered. Things to look for include:

  • Wheelchair ramps and widened hallways/entryways to accommodate wheelchairs and walkers
  • Grab bars along hallways and throughout resident suites
  • Caregivers who are physically able to provide help with transfers to and from bed
  • Counters, tables and furniture that are low enough to reach from a wheelchair
  • Included transportation to and from appointments
  • In-house nursing or medical staff
  • Frequent assessments of resident care plans

Assisted Living for Seniors With Mental Disabilities

Seniors who have mental disabilities often have a hard time regulating their emotions and behavior. Managing these problems often requires caregivers with specialized training in cognitive or mental impairment. Other things to look for in an assisted living facility for a senior with a mental disability include:

  • On-site psychological staff
  • Calming activities such as yoga, meditation or art therapy
  • Support groups and socialization opportunities

How to Choose an Assisted Living Community for an Older Adult with Disabilities

Even after finding a place that checks all the boxes when it comes to searching for an assisted living community, it can be difficult to make the final choice. Knowing the right questions to ask and having the right resources can make the process much easier.

Questions to Ask When Choosing an Assisted Living Communty for Someone with Disabilities

While looking at potential assisted living facilities, use this list of questions to ask community staff to ensure it will be able to accommodate disabilities.

  • Does your staff have experience caring for seniors with this disability?
  • What accommodations has your facility made to help seniors with this disability?
  • Do you have in-house nursing or medical staff?
  • Do you have in-house psychological/mental health staff?
  • What programs are in place to ensure the mental well-being of your residents?
  • What activities do your residents typically participate in each day?
  • How does transportation work when residents have an appointment off-site?
  • Does your community offer any resident support groups?
  • Are suites designed to accommodate wheelchairs or other specialty equipment?

The Cost of Disability-Friendly Assisted Living

According to the 2021 Genworth Cost of CareSurvey, assisted living in the United States costs an average of $4,500 per month. This data applies to standard assisted living, which means seniors with disabilities may need to pay additional fees for specialized services or facilities.

While some of these services are included in monthly rates at some assisted living facilities, others might come with an additional monthly fee. It’s important to read contracts carefully to determine what’s included and what may incur an extra charge.

Services that may incur additional costs include:

  • Incontinence care/adult diapers
  • Laundry service
  • Access to on-site doctors or psychologists
  • Medication management and on-site pharmacy access
  • Use of on-site amenities such as a spa, salon or fitness center
  • Deep cleaning in resident suites
  • Moving assistance

Financial Assistance Options for Disabled and Handicapped Seniors

Assisted living isn’t always affordable for seniors, especially those living on a fixed income. As such, many require financial assistance to cover the cost of care, as well as the cost of room and board. Thankfully, there are several programs that exist to help seniors cover this necessary expense.

Medicare

Medicare is a health insurance program that’s exclusively for seniors aged 65 and older or some younger adults who have disabilities. It’s controlled federally and administered by private insurance companies. Medicare Part A is typically covered by Medicare taxes which are paid while an individual works, while Medicare Part B and Part D cover additional services and require a monthly premium.

How to Apply for Medicare

For some seniors, Medicare is automatic, with coverage starting at the same time as disability or Social Security benefits. For those who don’t have automatic coverage, the best way to apply is online or by calling Social Security at (800) 772-1213.

Medicaid

Medicaid is a state-administered health benefit that’s overseen by the federal government. It’s provided to low-income seniors and families who meet their state’s eligibility requirement. Medicaid covers a wide array of medical expenses through its standard coverage plan, and in most states, various waiver programs expand services to include personal care and assisted living, among other things.

How to Apply for Medicaid

Seniors can apply for Medicaid via the Health Insurance Marketplace or by contacting their state’s Medicaid agency directly.

U.S. Department of Housing and Urban Development (HUD) Public Housing Programs

Public housing programs help eligible low-income seniors and persons with disabilities access safe rentals. While public housing exists in various forms (single-family homes, townhomes and apartments), seniors with disabilities can benefit the most from public housing apartments designed for elderly families, which can be combined with care services for those who need it.

How to Apply for Public Housing

Seniors who want to learn more about public housing options or start the application process can contact the Public Housing Customer Service Center at (800) 955-2232.

HUD Rental Assistance or Subsidized Housing

Seniors on a fixed income can apply for help with rent or subsidized housing by browsing available rentals and special needs housing. Options are often available for those with disabilities.

How to Apply for Rental Assistance or Subsidized Housing

Seniors can apply for housing by contacting the landlord or property manager listing the rental directly.

Housing Choice Voucher Program

The Housing Choice Voucher Program is available to seniors with very low incomes. It gives them the opportunity to select their own housing, provided it meets minimum health and safety standards, and provides a subsidy directly to the landlord on the senior’s behalf.

How to Apply for the Housing Choice Voucher Program

Seniors who wish to apply for the Housing Choice Voucher Program should contact their local Public Housing Authority.

Local Resources

Seniors living in rural areas can contact their local Rural Development office for information about housing assistance available in their area. Furthermore, local government offices and HUD-Approved Housing Counselors may be able to connect seniors with additional resources and programs offered at the state or local level.

Other Housing Options for Seniors Living With Disabilities

Seniors living with disabilities may want to consider other senior living options. While assisted living can work well for some, others may require a higher or lower level of care.

Adult Family Homes and Care Homes

Adult family homes give seniors the opportunity to live in a more intimate setting. These small care homes typically house six or fewer residents who share common living spaces alongside a live-in caregiver or a team of caregivers.

Nursing Homes

Nursing homes offer the highest level of care, making them ideal for those who require full-time medical supervision. These facilities work as an alternative to hospital care and have skilled medical staff on-site to provide care 24 hours a day.

In-Home Care

Seniors who prefer to age in place at home may prefer to hire an in-home caregiver. Services provided by in-home caregivers can range from basic companionship and check-ins to full-time medical supervision.

Continuing Care Retirement Communities (CCRCs)

CCRCs are designed to ensure seniors can receive care for changing needs without moving to a new community. They typically offer some combination of independent living, assisted living, memory care and nursing care, enabling seniors to age in place while gradually increasing their level of care.
